From the album United States Of Mind. 'Der Leiermann' is essentially 'Like Tears In Rain' but with German lyrics. My German is a bit rusty, but I'd guess it's not a translation but a different set of lyrics altogether. According to the cover, it's written by German poet Wilhelm Müller (1794-1827) and put to music by Franz Schubert in 1827. I assume this version is somewhat different. I also conclude that the English lyrics are, in fact, completely different and possibly written afterwards to fit the music.
