Question: Frames suck! And they are tricky to make! Why have them in the first place?

Answer: They can be good for showing long lists of thumbnails or gif animations since they save you from the tedious back-clicking you otherwise have to do when you browse through that kind of lists

(animations also tend to slow each other down if you have more than one of them on the same page, you can avoid that problem by using frames to present them).
